Description of Program Improvements
Increase in Services and Populations Served
A)    50% increase in class time spent with the youth
B)     100% increase in time spent with crime victims
C)     Supportive face to face meetings with crime victims
D)    Serving two new populations:
a.       Adults from Youth’s Existing Circle
b.      Community Members
Increase in System and Resource Efficiency
A)    Cases addressed and closed in 6 weeks total (with VOP)
B)     Referrals are to come within two months of original charge to the youth
Increase in Volunteer Involvement and Training
A)    200% increase in volunteer involvement – time and content
B)     200% increase in the active volunteer pool – 19 currently active volunteers
C)     200% increase in required volunteer training – currently 28 hours (4 days)
Implementation of Best Practices for Victim Offender Programs
A)    Timing of intervention with victim and offender much earlier
B)     Restitution is addressed in the victim offender dialogue
C)     Design structured to strengthen youth’s connection with community
D)    Strengthens developmental assets through strengthening relationship with an adult outside of the household
E)     Curriculum incorporates Aggression Replacement Training exercises
Increased and Strengthened Partnerships
A)    Southern Oregon University – Consultant on program monitoring, evaluation and research design and analysis.
B)     Jackson County Community Justice: Juvenile Division – Referral source. Strong supporters and partners in the re-design process.
C)     Jackson County Circuit Courts: Juvenile Judges – Partners and supporters in the re-design process.
Grounded in Restorative Justice Values and Principles
A)    Significantly more focus on the victims and their needs
B)     Significantly more focus on the community
C)     Language adjusted to reflect restorative justice values
D)    More engagement and responsibility required of the youth
